There are the top 8 from TV Guide.
The next few (just for info) are
TNG - I, Borg. Picard realized he can't use Hugh as a weopon.
TNG - Family. Picard loosing it while sitting with his brother (one of my all time favs)
TNG - Yesterday's Enterprise. Tasha's request for a fitting death.
TOS - Plato's Stepchildren. The Kiss.
VOY - Day of Honor. Paris and B'Elanna in space. B'Elanna admits she loves him.
VOY - Scorpion, Part I. The first site of Species 8472

As Kirk said to Sylvia in "Catspaw"
"You have a knack for giving me difficult choices."

The last scene of All Good Things is a seminal Trek moment for me. I'd pick Spock's death second, followed by the Sins of the Father moment, I think, and Neelix's farewell from Homestead.

The Homestead momment was of course #18 (it was actually the fact that after 7 years, we learn that Tuvok doesn't really hate Neelix after all.)

I went for The Visitor moment, although most of the moments made me blub this one made me blub the most. A very moving episode alltogether

umm. None of the above?
Best moment for me was the teaser for Voyager. I got really interested in a Trek show again.

Deana telling Picard "You were always welcome" still makes parts of me...misbehave.
