Certainly... Those two races have been the ones that have stood shoulder to shoulder throughout Star Trek...
Sure, they've been developed to a lesser extent than the humans, but then, that's to be expected.
They're also races with solid foundations. The basic idea behind them is simplistic, but the characters of the races are not. That makes a winning formula, imo...
