This is a question that I see asked far too often. And episodes like "Schizoid Man" give answers - as do many others of course...
It was an episode that I hadn't seen, and it recovers from what is perhaps a slow start into what is certainly an excellent episode.
The dialogue and acting is witty and quick, and it's really nicely done...
Why are Data and Picard always put in the movies' forefront? Because they are the characters that stood out so in the series...

Its strange how Data became like the TNG Spock instead of Riker. Even though Riker is the first officer, Data had a lot more better episodes and I think hes more popular with the audience.

Yup, just like TOS.
That's not to say counterpoint between characters isn't interesting. It gives great drama / comedy / story. But there are other duets available. This one got used more because I suppose the writers enjoyed developing the android.

"Encounter At Farpoint" started a Riker/Data pairing. There were several LaForge/Data pairing episodes and how many people were taken aback by "The Naked Now" where Data and Tasha had an interesting "pairing" that unfortunately took place off-camera for the most part?

^ The excellent actors certainly didn't do any harm, but it's also a lot about the way the two characters [P&D] worked as sounding board to one another. Then again, hard to tell what it would have been with different actors.
Michael Dorn isn't slouch as an actor either and Picard spent a lot of quality time with Worf, but the interaction between them still never got up to the level of Picard and Data.
