Although a cloaking device on the Enterprise-D is no longer possible, standard-equipped cloaking devices on other future Federation ships could happen. *Thinks of the Enterprise E decelerating out of warp, and dropping its cloak*

Few points to clear up
Re: Pegasus The cloak worked perfectly, but the crew mutinied... And Pressman and Riker bailed out, the Pegasus crashing into that asteroid and get stuck there. The knowledge of building that cloak? Well, we can assume that it was highly secret project, and only few people knew how to build it... Like Section 31? How else would Sloan go around undetected? IMO
Re: Treaty of Algeron The Federation wanted peace. We can assume that the Romulans were willing to go to war, and Algeron stopped that war. Feds were always peace first, at almost any cost.
Re: Way of Warrior and Sisko's use of cloak In that ep, they used it in Alpha Quadrant... Bashir said something like, "if you don't tell, I won't tell either'

IMO cloaks is cheating.
Now, if they used sooo much energy you couldn't do over W1 with it running, or had only limited sensors or something, that would make far better drama.
Think Red October and other submarine dramas............

You can also argue that you take power away from weapons and other systems except for life support, warp engine and sensors...

On the Defiant there's precious few other systems EXCEPT weapons, sensors and life support.
No Holodeck for example.
