I don't recall Guinan ever calling Picard "Picard" to his face. Edit: I just remembered! She did in Time's Arrow Pt. 2 but she didn't know him or served under him then.
OK, dear, just for you.
The "she" was Deana and the quoter made no secret of the fact that...he... didn't like or respect Picard.
